Built heritage and intangible heritage in historical urban landscapes

ABSTRACT: The goal of this paper is to suggest that unique heritage values of Historical Urban Landscapes combine both built heritage and intangible heritage values. These include the physical urban spaces, cultural properties of architectural, aesthetic, historical as well as cultural characteristics of the population living within them. This paper presents examples of intangible heritage in Historical Urban Landscapes in Israel and shows that this links the residents to their city, gives special meanings to their life, a unique local identity and a diverse collective memory. Successful scientific research methods, documentation and safeguarding procedures for these values are still developing. Recognition of this heritage has the power to join national development organizations and the local communities. Proper and careful management of these aspects can develop new sources of income for residents and integrate them into new industries in their city.

ICOMOS Morocco hosted the 2019 ICOMOS Annual General Assembly, Advisory Committee Meeting & Scientific Symposium 12-18 October. ICICH was well represented at the meeting, whose theme was  “Rural Heritage-Landscapes and beyond”

UNESCO ICH 2019 Report from Bogotá

In 2019, the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage met from 9 to 14 December 2019, in Bogotá, in Colombia. 

Many new elements were inscribed on the lists; five elements on the List of Intangible Cultural Heritage in Need of Urgent Safeguarding, thirty-five on the Representative List of the Intangible Cultural Heritage of Humanity, two elements were selected as programmes, projects and activities that best reflect the principles and objectives of the Convention, and finally two International Assistance requests were granted.

The Committee took historic decisions. For the first time since the creation of the 2003 Convention, an element was removed from the Representative List of the Intangible Cultural Heritage of Humanity because it no longer complied with Article 2 of the Convention.

CFP ICICH Colloquium at ICOMOS GA

ICICH members are invited to submit an abstract for the colloquium that ICICH is holding with the Australia ICOMOS National Committee on Intangible Cultural Heritage on 3 October 2020 at the Sydney Opera House as part of the ICOMOS General Assembly in Sydney this year.

The topic for the colloquium is Intangible Cultural Heritage: Shared Issues at Place – we look forward to papers exploring issues and examples related to:
• How diverse intangible heritage is expressed in shared urban spaces?
• What is it like to bring a community’s intangible heritage to a new place, such as to a new country or from a rural area to a city?

Papers at the colloquium will assist ICICH and the national ICH committees to understand the state of ICH practice across ICOMOS. As such, with speakers’ agreement, we will also be publishing the papers on the ICICH and national committee websites.

Refurbishment, vernacular architecture and invented traditions: the case of the Empordanet (Catalonia)

In the recent past, processes of urbanisation related to gentrification have been observed in some rural areas. This article analyses the role of the rehabilitation of vernacular architecture and mainly addresses social groups with high levels of income in the territorial dynamics of the Empordanet in Catalonia (Spain). This case is particularly relevant for two reasons. On the one hand, the Empordanet is under particularly intense and socially selective pressure because of its proximity to Barcelona. On the other hand, this demand for housing is partially related to the reclamation of a kind of tradition associated with a component of strong regional identity. This article explores the various ways in which tradition is reclaimed, recovered, and reinvented, insisting particularly on agents’ behaviours framed in the broader context of governmentality. This is done through a pluralistic research methodology based on the dialogue between architecture and the social sciences. One of its main conclusions is that the rehabilitation of vernacular rural buildings generates a type of housing completely different from traditional constructions in its conception, functionality, design, materials, and construction processes. Furthermore, rehabilitation is closely associated with the generation of a new form of tradition.

Exploring Intersections between Tangible and Intangible Heritage in Finland

On 28th Nov 2019 a short seminar dealing with the intangible dimensions on tangible heritages was hosted in Finland. Dr Hee Sook Lee-Niinioja (President, ICICH) opened the seminar. She discussed the ICICH-committee, WH-criteria, and she shared interesting case studies. The President of ICOMOS Finland, arch. Kirsti Kovanen had studied all ICOMOS charters and documents, keeping in mind “intangible heritage”. She suggested that Culture-Nature Journey might be a good area for the dialogue between tangible and intangible heritage.

After the opening-speeches we had some philosophical and theoretical lectures dealing with “Material, time and atmosphere of heritage”. The discussion about the possibilities to protect immaterial values of heritage by the Heritage legislation was interesting. Many actual cases are just now not at the tables of civil servants.

Four round tables hosted further discussions under the titles:

  • The original use of heritage, new uses
  • The skillfulness and capability
  • The knowledge and research work
  • Good will, participating, political will

Workshop on Documenting ICH at the University of Jammu

Maintaining the momentum from the April 2019 panel co-organized by ICICH, the University of Jammu hosted an exhibition “Memory of Movement”, documentary film “Ripples of Time” screening, and a two-day workshop for students of the Centre for Studies in Museology in November 2019. The workshop, “Techniques of documenting Intangible Heritage” was conducted by Munish Pandit, Vice President ICICH.

Report on ICICH co-organized panel on Rural Landscapes

As part of World Heritage Day celebrations, ICICH, Sanrakshan Heritage Consultants Pvt. Ltd., and VIRASAT organized a panel discussion entitled “Rural Landscapes: A Paradigm for Heritage” in Jammu, India, on 19 April 2019. The panel focused on the States of Jammu and Kashmir and brought together multiple sectors, including representatives from rural communities, to begin collaboration on a document that can help inform new policies focused on the identification, documentation, promotion, education, and management of rural landscapes. Munish Pandit, Vice President of ICICH was among the event’s participants.

Este listado es resultante del debate generado en el marco de las Jornadas “Protegiendo lo inmaterial: Jornadas sobre Patrimonio Cultural Inmaterial y Propiedad Intelectual’, celebradas en el Museo de Navarra los días 17 y 18 de septiembre de 2019. Estas Jornadas fueron organizadas por la Asociación Intangia y Labrit Patrimonio, con la colaboración del Gobierno de Navarra y la financiación del Minsterio de Cultura y Deporte y Fundación Caja Navarra.
