Call for Applications: Promoting NGOs’ ICH Safeguarding Activities in the Asia-Pacific Region

The International Information and Networking Centre for Intangible Cultural Heritage in the Asia-Pacific Region under the auspices of UNESCO (ICHCAP) is undertaking an open call for applications to find partner organizations for a project to promote  ICH safeguarding activities of NGOs in the Asia-Pacific region.

To share community-based NGO activities and experiences, ICHCAP has worked with NGOs contributing to achieve the UN sustainable development goals by collecting case studies, supporting and promoting the NGOs’ activities. In 2019 ICHCAP would like to find ICH NGOs in the Asia-Pacific region that are working to achieve SDG 2: end hunger, achieve food security, improve nutrition, and promote sustainable agriculture.

Organizations wishing to participate in this project should fill out the application form in the attachment and submit it by e-mail to by 19 April 2019.

The selected NGOs must submit a paper that includes their safeguarding activity case studies to ICHCAP by October 2019. The manuscript must be written in English with at least 10,000 words (about 25 pages of A4). Image files should be submit separately.

An honorarium will be provided after submitting the final paper, and papers of the selected NGO will be promoted through a special publication.

Understanding Heritage: Perspectives in Heritage Studies

The publication is the first in a new series on existing and innovative paradigms in Heritage Studies. The series aims at systematising and developing the academic discourse on heritage, which has yielded a wealth and breadth of contributions over the past few years. The publication offers its own emphasis by developing heritage studies with a perspective towards and as a contribution to human development. It thus offers a vision for the construction and establishment of a new discipline. The academic mainsprings and research interests of this repositioning of heritage studies as an academic discipline are discussed by internationally renowned thinkers and heritage practitioners. The publication thus establishes first important points for discussion. Central to this publication are questions concerning the sustainable protection and use of heritage, focussing on the world cultural heritage and intangible cultural heritage, but equally questions on the relation of heritage and memory and how these could mutually enrich our understanding of heritage.

Alianzas para mitigar riesgos que amenazan la conservación del patrimonio cultural intangible: algunas reflexiones para el caso de Costa Rica

The aim of this paper is to share some experiences, based on the Costa Rican society, which address the risks of some of the intangible cultural heritage and to estimate the role of different institutions facing the challenge of safeguarding this heritage. This cultural heritage is threatened by the substitution of identity and the transformations which result from alienation or foreign imposition. In the current phase of globalization, tourism has great influence in equity. However, this industry may either play a role of threat or opportunity, depending on the way it is inserted in public policies and programs of heritage conservation. The ambiguity and complexity of this phenomenon hinders the possibility of a clear and objective management in favor of projects which include both sustainability of cultural heritage and tourism is a particular region or village. ICOMOS paid attention to this challenge by adopting the “International Charter on Cultural Tourism,” to facilitate and encourage dialogue between the interests of the industry and the conservation of natural and cultural heritage. However, it is difficult to follow the recommendations provided in this document, as several factors influence the achievement of this goal. On one hand, there is the community which produces the assets and receives the tourists and on the other hand, various public and private entities. To overcome this challenge, we propose a tripartite partnership between communities, municipalities or local governments and educational institutions, both formal and informal. ICOMOS could assume an educational role in this process.
