It was developed by the ICOMOS International Committee on Intangible Cultural Heritage (ICICH) from the Kimberley Declaration drafted at an international meeting held in South Africa in October 2003 for the 14th ICOMOS General Assembly at Victoria Falls, Zimbabwe.
